8:45 a.m. (UPDATE) – Emergency water service shutdown, for approximately 3 to 4 hours. The overnight shutdown for the Kapaʻa Homesteads and greater area, was restored at 6:10 a.m. A connection did not hold as expected and water service had to be turned off for repair work.

Water service remains on and uninterrupted at both Kapaʻa Elementary School and Kapaʻa High School.

7:10 a.m. 08-06-2026 KAPAʻA (UPDATE) – Emergency water service shutdown is in effect. An issue has occurred after water service was restored. Water valves are turned off for emergency repair work. Updates will be posted as they become available. Additionally, after the initial water service restoration, at 6:30 a.m., water buffaloes, providing potable water, were dismantled and returned to the Lihue base yard.

Affected areas include, Kapaʻa Homesteads and the greater Kapaʻa area. Some of the affected areas will include all branching roads off and including Kawaihau Road (east of Kaapuni Road), and all branching roads off and including the following roads: Kapahi Road, Kaehulua Road, Laipo Road, Apopo Road, Hauaala Road, and Mailihuna Road. Please see the area map for all additional anticipated affected roads.

6:10 a.m. (UPDATE) – Water service is being restored. DOW crews will begin flushing the system. Water pressure is normal at both Kapaʻa Elementary School and Kapaʻa High School.

5:30 a.m. (UPDATE) – Extended to 6:30 a.m.  At 4:30 a.m., water pressure was normal at both Kapaʻa Elementary School and Kapaa High School.

KAPAʻA – The Department of Water (DOW) announces an overnight water service shutdown for Kapaʻa Homesteads Water System improvements affecting the Kapaʻa Homesteads and the greater Kapaʻa area on Wednesday, August 5, from 8 p.m. to 5 a.m., weather permitting. Kaapuni Road will not be affectd. Some of the affected areas will include all branching roads off and including Kawaihau Road east of the Kaapuni Road intersection, and all branching roads off and including the following roads: Kapahi Road, Kaehulua Road, Laipo Road, Apopo Road, Hauaala Road, and Mailihuna Road. Please see the area map for all additional anticipated affected roads. Two water buffaloes providing potable drinking water will be located in the parking lot of Aloha Island Mart at 5665 Kawaihau Road. Customers must bring their own containers.

The water service shutdown is necessary to install six connections of newly installed waterline infrastructure associated with the Kapaʻa Homesteads two 0.5-million-gallon tank project.

Work will occur near the intersection of Kawaihau Road and Kapahi Road. Motorists should anticipate one-lane alternating traffic in the work zone area. The contractor will install message boards and warning signs and provide traffic control personnel to safely direct vehicles through the area.

Customers located in the affected areas are advised to prepare by taking the following steps:
• -Store enough water to meet your needs.
• -Notify family, friends, tenants, and neighbors.
• -Ensure water heaters do not empty.
• -Avoid using appliances that require water during the test shutdown.
