DOW awards 2025 employees of the year
LĪHUʻE – The Department of Water (DOW) acknowledged employees Albert Cadavona, Chrysanthemum “Christine” Erorita, and Joseph “Jay” Perreira, Jr., as the recipients of DOW’s 2025 Outstanding Employee of the Year awards during the Kaua`i Board of Water Supply’s (KBWS) monthly Board meeting on February 19, 2026.
“We extend our sincere congratulations to Albert, Christine, and Jay for their dedication and outstanding service over the past year. Throughout 2025, each demonstrated exemplary professionalism, consistently exceeding expectations and contributing significantly beyond their assigned responsibilities. We are honored to recognize their exceptional performance and commitment,” said Joe Tait, DOW’s Manager and Chief Engineer.
Albert Cadavona, Construction & Maintenance Worker II
KBWS Resolution No. 26-05
Albert Cadavona has an infectious work ethic, and those who work alongside him are elevated to his level by the example that he sets every day. Albert has saved DOW countless hours and hundreds of thousands of dollars with both new and rehabilitative construction work that was previously performed by outside contractors. As stated in KBWS Resolution No. 26-05, “Albert was instrumental in constructing the Kilohana On-Site Sodium Hypochlorite Building, completing the project at a significantly lower cost than outsourcing.” Albert joined DOW in 2020 as a Construction & Maintenance Worker I and was most recently promoted to Construction & Maintenance Worker II in the Operations Division.
Chrysanthemum (Christine) Erorita, Contracts Officer
KBWS Resolution No. 26-06
Chrysanthemum (Christine) Erorita is recognized for her commitment to professionalism and dedication to DOW. As stated in KBWS Resolution No. 26-06,“Christine is exceptionally organized and solely responsible for assisting DOW with contract execution. She continues to be a positive supporter and cheerleader of her fellow Fiscal Team members, motivating and lifting spirits with her sense of humor.” Christine joined DOW in 2012 as an Engineering Program Assistant and was quickly transitioned into Secretary to the Deputy Manager in 2013. In 2019, through her hard work, reliability, and commitment to excellence, she advanced to her current role as DOW’s Contracts Officer. In this position, she plays a vital role in ensuring the smooth execution of contracts and provides indispensable support to DOW’s operations.
Joseph (Jay) Perreira, Jr., Waterworks Inspector III
KBWS Resolution No. 26-07
Joseph (Jay) Perreira, Jr. is described as “the backbone of the waterworks inspector team at DOW.” This can be seen in the way he is always prepared and steady, no matter what challenges arise; in the way he communicates with engineers and contractors; and in how he holds everyone to the same standard. As stated in KBWS Resolution No. 26-07, “Joseph has the character and traits that we all strive for; he is technically sound, hardworking, consistent, and has a can-do attitude.” Joseph has been with DOW for a total of over eleven years in both the Engineering and Operations Divisions. He began as an Engineering Support Technician II, was promoted to Waterworks Inspector in 2002, and Waterworks Inspector III in 2008, where he continues to serve. His steady leadership, professionalism, and commitment to excellence continue to strengthen the entire team and uphold the high standards of DOW.
